Take the decimal of each choice and move it over the number of the exponent to the right and see which one is your original answer.

(a) 821 x 10^ 0 = 821
(b)8.205 x 10^2 = 820.5
(c)8.205 x 10^3 = 8205.
(d)82 x 10^2 = 8200.

Answer is (b).

Understand?

I'm pretty sure it's c. extremely gradual but not 100% sure though.
