I'm not 100% sure, but according to my prior knowledge, the answer to this would probably be C, mainly because the other three options are quite similar, compared to the other ones. They all talk about funding or investment, but c talks about recieving attention, and usually a utopia is recognized by the mood and character, a happy environment with no problems. But once again, this is not a 100% correct answer, and is based on prior knowledge. 

The answer is "he was bad enough in all conscience, but the devil himself could not temp him to turn slave-trader. satirical is a synonym for sarcastic. so when the author says that tom walker could not be tempted by the devil he does not literally mean "the devil" but he means that he is too morally upright to become a slave-trader.
