The best answer here is the third choice, a description of the event as Arnetta experienced. Because of the wording of the quoted parts, they strike me as being direct quotes from Arnetta. If this is the case, then it makes the most sense that the author wanted to convey that to his or her readers.

The first choice could work except that the entire excerpt is the author's description of what happened that day, not just the quoted parts.
