The fact that the narrator refers to the figures as "creeping" shows that the narrator finds the figures, and the wallpaper in general, disturbing. The narrator seems to be uncomfortable with the newspaper, as it appears to be moving in strange and "creeping" ways. Moreover, this descriptions indicate the weakening mental state of the narrator.
