I believe what the Scripture in the Bible teaches is a very universal view and sound counsel to all humankind: "The fear of the Lord is the beginning of wisdom", which reflects a healthy fear, respect, and not torment and a constant threat to people's lives, peace, and free will . So, if anyone doesn't have a correct perspective because they have only the natural world as the source of their well being and happiness, they may have a guilty conscience, but blame God for it.
