The italicized part of the sentene could be the thesis because it's  a position taken or a main idea stated in the text. the main idea of this text is that jane addams had a vision and motives of making the world  a better place by creating  the hull house.  the position it takes is that there has to be vision, wisdom, and  high motives behind the labor for human equality. if there is not vison, wisdom, or high motives nothing can be done about human inequality due to no one pushing to change it. however, it also would not be the thesis because in the text jane addams never mentions that she created the hull house to benefit human equality. the reader just kind of assumes that because it does push for human equality in the way that it gives immagrants a good starting point to have a fair chance as everyone else.
