The only correct answer here could be B.
If you read his whole letter, the point of it was to show that they were nonviolently protesting. This means that C has to be crossed out, because the only people that were being violent were the police. Option A is also crossed out because he does not mention citing evidence from a newspaper, he experienced this first hand. It has to be option B. He talks about and gives examples of police brutality towards the protesters.
