By knowing their constituents and what their needs and wants are. The first way to put out a grease fire is to know it's source. Any good speaker knows why they are needed and that they are to stand as a voice for the people, not against the them.

This is best proven when there is trust created between both parties. If either party breaks this trust there communication will break down quickly and there would be a change to how people think, feel, and act. Decision within can hurt many. It is the job of the Speaker to keep communication open and understanding why the needs and wants are there. Communicating to the community on how he/she is aware of issues and they are working to comply, within reason. A Speaker represents so many, he/she will need to have the ability to set aside their personal time and lives to openly give to the community.
