When the institution of internships first began, only the medical profession used interns. Doctors clearly needed practical application of their knowledge to learn the profession. By World War II, other professions started to take on interns. At that point, the government established criteria for legally using interns without paying them. However, companies soon realized that they could bring in workers under the guise of internship and cut the bottom line by having interns work for free.
