All of the other students have at least managed to limit their ideas to a smaller topic. Justin is doing his speech about psychology. He might decide to do it on marriage and family counseling or he might do it on addiction, abuse, and trauma counseling. Since he is drawing the line on his piece of paper, he might be trying to figure out which one would work better for his speech.
