But every year they take two teenagers from each district and put them in an arena and make them kill until one is left standing.  By killing 23 teenagers every year they control the parents, teenagers, and young children. So basically controlling everyone but if the games weren't enough to keep them in order there are "peacekeepers" who will either shoot you or beat you to death in the town square. So overall quite pleasant if you ask me.
