It would be natural for us to assume that the government would desire people to be intelligent. More importantly, if people were already born intelligent, it is normal to assume that the government would want them to use that advantage. However, in this case, we encounter an ironic situation. Irony occurs when what would be expected to be the case is in fact dramatically different from the reality. Even though we would expect the government to encourage intelligence, the reality is the complete opposite.
