country. This meeting produced a formal agreement that legally established the United States as a confederation of states bound together by a
common law. This agreement, known as the Articles of Confederation, was ratified by all thirteen states in 1781 and served as the first constitution
of the United States until it was replaced by the U. S. Constitution in 1789. In The Articles, the founding states entered into a league of friendship and
agreed to assist each other to ensure their mutual welfare and to preserve their independence.
