A hyperbole is a literary device in which a statement is over exaggerated. For example, my backpack weighs a ton is a hyperbole because the person's backpack likely does not literally weigh a ton. So, when Mark Twain says "I could have hung my hat on my eyes they stuck out so far" it is an over-exaggeration, therefore a hyperbole. Hope this helps :)

this quote could be referring to the death penalty. it's questioning the morality of sentencing murderers to death as a punishment, because it seems hypocritical. this quote seems to be arguing for non-lethal punishment for killers.
