HELP ASAP Why should they not raise the driving age to 18?

This would slow the community's growth  

Explanation: If adults' had to get a job by and earn the money for everything they had at 18 they would essentially have to live next to work because they could not drive and this would be for as long as the age is risen because this would be for ever generation.
