(I KNOW IT'S NOT ENGLISH RELATED BUT IT'S FUN) Are my cousin's baby eyes blue or is it a filter?

So this is my cousin's baby, he's two months old, and my cousin recently sent me a picture of him. The question is though, does he have blue eyes or is this a filter? When I first saw it I thought his eyes looked fake to me, but I don't know how babies' eyes are supposed to look. The mom has brown eyes and the dad has hazel eyes. Could it be that this baby just has hazel eyes and the background made it look brighter? Or is this a filter? Thanks, I'm clueless when it comes to babies' eyes.
