On the Fourth of July, my family brought a picnic to the park. We spread out a giant blanket on the grass next to the lake. We talked and joked as we ate. My brother and I could hardly wait for the dusk to turn to darkness. It was the nicest of nights. A soft warm breeze blew across the
water of the lake. Suddenly, there was a flash and a boom in the sky. The rockets went up, one at a time. When they burst, they sent out rings of
color and sound. As I looked around, I saw the other people on the grass gazing up at the show with their mouths hanging open.

What is most likely the speaker’s reason to open with this? in approaching this problem, we cannot turn the clock back to 1868, when the [fourteenth] amendment was adopted, or even to 1896, when plessy v. ferguson was written. we must consider public education in the light of its full development and its present place in american life throughout the nation. only in this way can it be determined if segregation in public schools deprives these plaintiffs of the equal protection of the laws.
