She took advantage of her popularity to reach those who were suffering, from her behavior with Rue to not wanting to kill anyone so as not to please the Capitol (except cases of life and death).

When The Capitol changes the rules stating that there will no longer be two winners, instead of succumbing and killing Peeta, Katniss gained more strength and revealed herself against them, trying to kill herself and Peeta at the same time, so that there would be no winners. Her bravery of that act against the Capitol worked and allowed her and Peeta to come out alive.
