Why do Aleck Scallan and others have no idea when they will be picked up from the overpass?

There was a lack of coordination and responsiveness as well as disaster preparedness.

Explanation:

Although many firefighters, police officers, and Coast Guardsmen did a heroic task throughout the disaster, there were complaints about unpreparedness and failures in the communications system with their superiors.

That´s why Aleck Scallan, a 63 years old paraplegic man could be rescued into an overpass, what without any precise information about how he and many others would be picked up from there.
