Most speeches consist of all of the following parts except a rhetorical question.  Introductions, conclusions, and a body supporting points are vital in the development of a speech, however, a rhetorical question is included only in certain speeches, based merely on personal preference.

i believe the correct answer would be d.   saying that he was robbed of track, makes it seem like he's blaming the school for not being able to keep the track program.   hope this !
