Norfolk Island is a territory of Australia. About
2,300 people live there. Australians first used Norfolk
Island as a penal colony. Many Australian prisoners
were sentenced to live and work on the island. This
first settlement lasted from 1788 to 1814. The
second penal colony settlement lasted from 1825 to
1855, and then it was abandoned. Shortly thereafter,
the island was settled permanently in 1856 when
people from the Pitcairn Islands moved to Norfolk
Island.
Norfolk Island has been a set-governing territory
of Australia for many years. Tourism has been
Norfolk Island's main industry. Historically, the people
on Norfolk Island have not paid income tax to
Australia. However, when the island experienced a
slump in tourism, resulting in economic troubles, the
people of Norfolk Island sought financial help from
Australia. In 2011, Norfolk Island and Australia came
to an agreement. In exchange for health services,
the people of Norfolk Island would pay income tax.
In spite of its harsh history and uncertain future,
Norfolk Island is a laid-back place to live and visit.

residents are so friendly that they automatically wave
