How do Steve Inskeep’s observations of Rwanda’s democracy compare to Louise Mushikiwabo’s opinions?

Explanation: Inskeep is the interviewer and Mushikiwabo is the Rwandan Foreign Minister. It had been 20 years since the genocide of the Tutsi minority had been killed by the Hutu majority. Neighbors were encouraged to kill neighbors with the weapon of choice being machetes. In questioning Mushikiwabo, Inskeep questions what will happen in Rwanda when the current Constitution expires- will another genocide occur? Mushikiwabo chooses to discuss the great progress for Rwanda of the past 20 years following the genocide. The economy is stable, they do have elections and the country has made great advancements. When Inskeep inquires as to those individuals who committed atrocities who still remain in Rwanda and what their fate should be, Mushikiwabo responds by saying it cannot be justice versus reconciliation, but rather justice and reconciliation, thus those individuals will simply go free in an attempt to maintain stability.

                     Inskeeps perception of democracy is a more pure form, a government by the people, ad of the people. Mushikiwabo's view is one in which because of the genocide, although the people are consulted, to maintain the "stability" of Rwanda, it is important for the government and state to remain control of most political actions.
