Why is it a good idea to begin research with a question?

Since I see this is public speaking I would have to say D since you have to make up your own mind about things but may need some information to help back it up. If this was English I would say "A" since your following by the book and need to pick the exact sources. But pretty sure since this is public speaking, D.
