In the beginning of the paragraph Gilman explains the cure the doctor gave her for her illness was rest, for there was nothing else wrong with her physique. Moreover she needed a domestic life which probably means that she had to change to a peaceful routine. In this case her intellectual and artistic tools (pen, brush, pencil) had no part in her treatment; on the contrary they could be pushing her to anxiety and stress.  

Giman was adviced  "never to touch pen, brush, or pencil again"  because Her doctor believed that intellectual effort was making her ill.

Charlotte Perkins Gilman was a female writer. She used to suffer from melancholia and got the help from a doctor. She saw that doctor, who was a specialist in nervous diseases, after three years; she had been "ill" for three years. At the time , 1887, doctors thought that too much intellectual activity made people fall "ill". Therefore, he advised her to stop doing any intellectual activity.

-Her doctor believed that she’d been poisoned by ink, paint, and lead. The doctor meant she used those elements to write  too much.

-Her doctor was afraid that she would write something negative about him. In fact, when Gilman decided to desobey the doctor and go on writing, she wrote the story " Why I wrote.." and sent a copy to the writer. There were no insults in it.
