The parallelism is that in the sentence there's a series listed using the form it+verb (it produces, it is the cause, it occasions).

2.- The second question asks about positively charged language, which referrs to words and phrases that have positive implications and ideas attached to them. In this case the most positively charged sentences is the option D - "We are providing for the moral as well as for the political improvement of the country". In this sentence the words moral and improvement have positive connotations.

3.- In the third question the opposite is asked, it asks about negatively charged language. The most negative charged sentence is the option C - "...believing, as I do, that the people of this country are grossly deceived, grossly deluded...".
