Consider traffic moving on a single-lane freeway at a speed of 50 mi/h and flow rate of 400 veh/h. A truck (instantaneously) slows down to 25 mi/h when it is 0.5 mile upstream of exit 13. A minute after the truck slowing down, a collision occurs 0.6 mile downstream of exit 13, which causes traffic jam starting at the location of collision. Assuming a jam concentration of 100 veh/mi, determine if the 50-th vehicle behind the truck will be able to reach exit 13 or not, assuming no other vehicle takes exit 13.
