It is often the case that the analysis of the "real" costs for a public project indicates the "real" costs will significantly exceed the "real" benefits, even though many of the "costs" and "benefits" involved in the analysis cannot be quantified. At the same time the financial analysis of quantifiable dollar benefits indicates the dollar benefits will significantly exceed the dollar costs.
