Strictly speaking what you are talking about is an ion - that is an atom which has lost some of its electrons. In a neutral atom there will be an equal number of electrons & protons. 

Electrons and protons have equal and opposite charges whose magnitude is 1.60*10^-19 C. Since your ion has 2 more protons than electrons, the net charge will be 2*1.60*10^-19 = 3.2*10^-19C This will be a positive charge
