Out of the four Nitrogen is the most electronegative. Electronegative is basically determined by whichever atom is closest to F (the most electronegative)
Nitrogen is only a few electrons difference than Fluorine. Bromine is still quite electronegative but it has whole extra valence shells making it not as electronegative as nitrogen
