Covalent bond is when there is relatively less difference in electronegativity of constituent atoms. On the other hand, ionic bond is formed when there is large difference in electronegativity of constituent atoms.

In present case, electronegativity of F is 3.98, electronegativity of C is 2.55, electronegativity of tin is 1.96 and electronegativity of potassium is 0.82.

Here, since the electronegativity difference is minimum in case of C-F, so covalent bond will be preferentially with carbon.

It must also be noted that neon is an inert gas, hence it will not form bond with F.

Covalent bonds involves the sharing of electrons pairs between the atoms. The covalent bonds are generally formed between non-metals. The covalent bond with flourine will be most preferrably formed by carbon.

Covalent bonds are the result of sharing of electrons. The ability of an atom to attract the elelctron pairs is known as electronegativity. The difference in the electronegativity of the atoms will determine its polarity. The Flourine is a highly electronegative element, upon which different atoms will form bonds, such as:

Carbon has an electronegativity of the 2.55, whereas flourine has the electronegativity of 3.98. Thus, the difference in their electronegativity is less than compred to other elements. Tin has an electronegativity of the 1.96, whereas flourine has the electronegativity of 3.98. Thus, the difference in their electronegativity is 2.02, which is higher than carbon-flourine bond. Potassium has an electronegativity of the 0.82, whereas flourine has the electronegativity of 3.98. Thus, the difference in their electronegativity is 3.16, which is higher than carbon-flourine bond.

Therefore, the carbon and flourine will be likely to form bonds due to least electronegativity.
