When you write a literature review, if you organize the material the same way as another author did, then you have plagiarized. if you use the same examples as another author to make the same points, then you have not plagiarized. if you read another literature review on the same topic, you should not use any references from that author's references list. there is no way you can be accused of plagiarizing someone else's literature review on the same subject.
