It is true partially. take pets for example. a cat or dog that has been abused (poor little kitty/doggy) will be more mentally traumatized, sometimes to the point where they are agressive and/or easily frightened. however, different animal species have different instincts, which are like natural behavioral  traits that they are born with. for example, no matter how much love you show to a tiger, its still gonna claw you in the face 100000 times lol. that's because tigers, along with pretty much every other animal, have natural instincts to defend themselves. environmental experience can outdo instincts, but it would take a lot of a certain experience over a long period of time.
