When crossing over occurs between two linked genes in an f1 dihybrid testcross, the frequency of the parental types will always the frequency of the recombinant types when compared to mendel's unlinked genes?

I believe in this case that the frequency of the parental types will always be greater than the frequency of the recombinant types when compared to Mendel's unlinked genes.  According to Mendel the nearer two genes are on a chromosome, the lower the chance of recombination between them, and the more likely they are to be inherited together.
