Why are the interactions of hormones and tissues in the menstrual cycle considered to be feedback mechanisms?

The interactions of tissues and hormones in menstrual cycle are considered to be feedback mechanism because

when tissues tell the body to either activate hormones or stop hormones such that menstrual lining has the required thickness.
