Both coal and diamonds are forms of elemental carbon. coal is brittle while diamonds are considered to be the hardest of all substances known. what is the appropriate justification for this?

The carbon in diamonds vs coal forms has to do with the shapes that they are in.  Different shapes are called allotropes(sp?).  The diamond is in a tetrahedral fom while coal in a hexogonal form
