The legislative branches are made up of both the House of Representatives and the Senate called congress. To amend the constitution of the United States, Article Five of the constitutions simply defines the procedure to be taken before the amendment can take place. Under the Article Five, the procedure to amend the constitution is to propose an amendment and to ratify it.
