There are other possible factors too - for example, Titan doesn't have the molecules in its atmosphere stripped off by charged particles in Saturn's magnetosphere. That's probably why the Galilean Satellites of Jupiter don't have a significant atmosphere, despite the larger ones being about the same size and mass as Titan.
