Okay, so my best guess, is that the smoother the rock, the slower the erosion by water would occur, and vice versa, the rougher the rock's service, the faster the it erodes.

When the rock's texture is smooth, there is less friction against the water, therefor, not allowing the water currents to "grab" at the rocks surface (it being smooth and not having any ares for the water to work against). When the rock is jagged and rough, the water has more friction against the rock, and can "grab" and break off the jagged edges.
