When is it legal for a pwc to jump the wake of another vessel?

It is legal for a PWC to jump the wake of another vessel if the owner of the other said vessel is at a distance away that may avoid any accidents from occurring or during an emergency. 

Jumping the wake of another boat while in a reasonable distance or when visibility around the boat is clear.
