What they had in common was that they both supported the idea of Isolationism. Wilson even won his presidency claiming that the country would not join the war, but it was inevitable and he had to join. They didn't care much about the rest of the world. Wilson changed over time but it was pointless at that time.

President woodrow wilson was a former President of America that served as the 28th president of the United States from the year 1913 to 1921. Whereas, President  herbert hoover was also a former President of America but served as the 31st president of the United States from the year 1929 to 1933Now, both Presidents had the same ideas when it came to foreign policy and what they had in common was political philosophy that was advocating for a  national foreign policy that was going to oppose all involvement in the political affairs of other countries and had more focus on the wars. This their idea is referred to as Isolationism.
